CEE

CEE, also known as white certificates, are French Energy Efficiency Certificates used to certify a reduction in energy consumption. CEEs were created in 2005 to encourage energy efficiency within France. Every year, companies need to reach specific energy saving quotas that result in a minimum number of CEEs. There is a high variety of projects that give the right to obtain Energy Efficiency Certificates, which are bought back by energy providers in the form of service offer, or bonuses. Companies are exposed to heavy fines if they don’t reach the minimum Certificate quota.

CO

Several countries within Europe have implemented (or will implement soon) Full Disclosure: a system with full coverage of the electricity sector by GOs and COs meaning energy suppliers have to cancel certificates for all electricity consumed, generated by fossil and renewable. In general, GOs are certificates indicating the generation of 1 MWh by renewable sources (wind, solar, biomass, hydro) and COs are certificates indicating the generation of 1 MWh by fossil combustion installations. The Full Disclosure includes the share of energy in the supplier’s fuel mix as well as environmental information, such as CO2 emissions and radioactive waste. The supplier’s fuel mix is calculated on evidence by GOs of the source of energy for a given disclosure period and gives the consumer a better insight and choice.

ElCerts

The Electricity Certificate, also known as ElCer, is an electronic document issued as a right for support. This document is provided to renewable energy producers for each MWh produced, for a period of maximum 15 years. Through ElCer, producers receive an additional income on top of the energy price and value of their Guarantees of Origin. Suppliers and certain electricity customers have the obligation by law to buy a specific amount of Electricity Certificates each year corresponding to a certain proportion (quota) of their relevant electricity consumption. When the country quota obligation is fulfilled, the Electricity Certificates are cancelled, providing the relevant documentation.

AFS Energy assists clients in the purchase of these certificates, taking care of the bureaucratic aspects of the purchase.

EUA

EUA, also known as EU Allowance, are carbon credits traded in the EU ETS (Emission Trading Scheme). EUAs are emission allowances for stationary installations. One EUA gives the holder the right to emit one tonne of CO2. Once allocated among the EU ETS, EUAs can be traded through the carbon market.

GO

Guarantees of Origin, also known as GOs or GOOs, are energy certificates that provide information on the origin of energy. One GO represents 1 MWh and specifies the energy source from which the energy was produced, its location and the start and end dates of production (vintage). Guarantees of Origin are the only tool officially validating the origin of produced and supplied renewable energy. GOs allow customers to recognise from which renewable electricity source their power comes from, and they are issued through an electronic database that provides certificates depending on the amount of renewable electricity produced. Specific GO units can only be sold once and this is because the consumed amount of green electricity cannot be sold multiple times and still be considered as green electricity.

GSC

The Belgian government stimulates the energy transition towards renewable energy with a system of Green Certificates. Flemish ,Brussels and Walloon have the obligation to demonstrate on an annual basis that a percentage of the energy supplied to end-users originates from renewable sources. Green Certificates must be turned in on the 31 st of March after the respective year of supply. Energy suppliers that are not able to meet this requirement will incur in a fine that will be adapted depending on the geographical location.

Producers of renewable energy (wind, solar, biomass, hydro) can obtain Green Certificates from the Flemish Energy Agency. These Green Certificates can be sold for a fixed minimum price to the associated distribution company depending on the production technology and the start date of production. Alternatively, the Green Certificates can be sold in the market for the highest bid.

HBE

The EU aims via the Renewable Energy Directive (RED) for an increasing volume of biofuel in the fuel mix of the transportation sector. In the various European countries, the use of biofuel is ensured by obligation and incentives schemes. In the Netherlands, the use of biofuel is ensured by the “Hernieuwbare Brandstof Eenheden (HBE)”. This system sets an obligation for every fossil fuel delivery to the transportation sector. Those that make use of various kind of biofuels like biodiesel, ethanol, green gas and electricity can claim biofuel certificates. These tickets are again used by the ones with an obligation to meet their targets.

AFS Energy is active in the whole chain of these tickets, from issuance to trading and usage in various European countries. AFS Energy helps producers of biofuels to enter the intransparant biofuel market. Also those with an obligation are supported by AFS Energy to meet their obligation in the most efficient way.

REGO

Renewable Energy Guarantees of Origin, also known as REGOs, are GO certificates deriving from UK facilities that include productions of Wind, Biomass, Solar or Hydro. This certification was created to allow transparency on the origins of electricity within the fuel mix of energy suppliers. All certificates are issued from the register system and can be transferred to anybody being part of the Renewable and Combined Heat and Power Register.

AFS Energy is active within the Renewable and Combined Heat and Power Register, and is able to cancel and redeem REGOs on behalf of parties that do not have an account within this registry.

RTFO

In the United Kingdom, the use of biofuel is ensured by the “Renewable Transport Fuel Obligation (RTFO)”. This system sets an obligation for every fossil fuel delivery to the transportation sector. Those that make use of various kind of biofuels like biodiesel, ethanol, green gas and electricity can claim biofuel certificates. These tickets are again used by the ones with an obligation to meet their targets.

TEE

TEE, also known as white certificates, are Italian Energy Efficiency Certificates used to certify a reduction in energy consumption. These certificates are usually linked to energy utilities and energy services that have obligations to attain certain energy saving goals. If these saving targets are not met, companies incur into penalties. White certificates are created when ESCOs utilise less electricity than their target consumption, and can be sold through market exchange, or over-the-counter to other bodies that struggle in reaching their consumption goals.

THG-Quoten

This system sets an obligation for every fossil fuel delivery to the transportation sector. Those that make use of various kind of biofuels like biodiesel, ethanol, green gas and electricity can claim biofuel certificates. These tickets are again used by the ones with an obligation to meet their targets.

WKC – CHP

The Flemish government stimulates the decrease in power consumption with a system of CHP Certificates (also known as WKC – Warmte Kracht Certificaten). Due to this system the energy suppliers in Flanders have the obligation to annually hand in a number of CHP certificates. For 2019, this percentage is set at 11,2%. CHP certificates must be turned in on the 31st of March after the respective year of supply. There is a fine of €38 per missing CHP Certificate in case an energy supplier is unable to meet this requirement.

A CHP installation combines the production of electricity and heat and is more efficient than the separate production of electricity and heat. Owners of CHP plants can obtain CHP Certificates from the Flemish Energy Agency for the saved energy. These CHP Certificates can be sold for a fixed minimum price to the associated distribution company for €31. Alternatively, the CHP Certificates can be sold in the market for the highest bid.
